Close of the Stage 2 consultation: The Stage 2 consultation process closed on 4th November 2025. Our team is now reviewing the consultation feedback and a Summary of Key Themes and Issues document will be published on this website within 6 weeks of the consultation closing (by the 16th December 2025).

September 2025

Oxfordshire Railfreight Ltd (ORL) will begin the statutory (Stage 2) public consultation process regarding the OxSRFI project on 23rd September 2025. The consultation process will last for 6 weeks until 4th November 2025.

Details of the consultation process will be published through an updated Statement of Community Consultation (SoCC) due to be published on Thursday 11th September. Once public the SoCC will be available on this website or via a link provided. The consultation process will involve public exhibitions held at several venues close to the project site, plus online webinars. Dates will be provided in the SoCC and on this website in due course, as well as on social media channels.

This project website will be refreshed on 23rd September with a suite of updated draft application plans and documents as part of the consultation process. A newsletter leaflet will also be widely distributed to properties in the vicinity of the proposed development in advance of the start of the consultation process. This will provide further details on how to engage and comment on the proposals.

The review of the scheme has now concluded resulting in the proposals evolving and the scheme is now actively being promoted. Work is ongoing to prepare updated information to hold a Stage 2 consultation which will be shared on this website once details of the consultation are confirmed.

Following the initial Stage 1 consultation held in summer 2022, work has continued to refine and progress the OxSRFI proposals, including the highways and transport elements of the scheme. However, as of April 2023 the Applicant has decided that it is right to pause the wider work on the project to allow for a thorough review to take place. The reasons for this are that the scale and complexity of the emerging highways infrastructure works and associated transport measures are significant, in large part due to attempts to resolve existing transport challenges and problems in addition to mitigating its own impacts. As a result, careful reflection is required before the scheme will be progressed to statutory consultation and examination.

Once the review has concluded the Applicant will update this website, and update key consultee bodies, including with regard to the timescale for the next stages of the application preparation process.
